Know whether you need IVP or Non-IVP before you arrive

Arizona offers Identity Verified Prints (IVP) and Non-IVP fingerprint clearance cards. IVP and Non-IVP identify the application and identity-verification process; they are separate from Regular and Level One card classifications. Arizona DPS explains that IVP and Non-IVP use the same state and federal background check. The important difference is the application purpose and how identity and paper fingerprints are handled.

Do not choose a card type by guessing. The employer, licensing board, state agency, volunteer organization, or other sponsor requiring the card should tell you whether you need IVP or Non-IVP and the correct statutory reason for the application. Arrow Security captures paper fingerprints and completes the fingerprint-technician portion of the required paperwork. Arrow cannot select your application type, determine eligibility, or decide whether a card is issued.

IVP and Non-IVP at a glance

The background check is the same. The card type, reason for applying, and paper-submission instructions are not interchangeable.

IVP applications

Use IVP only when the organization requiring your card directs you to do so. Online PSP applicants who choose paper fingerprints must request the official IVP packet through their PSP Message Center. Applicants using a wholly paper IVP application must request the application and packet directly from DPS.

Non-IVP applications

Use Non-IVP only for the reason supplied by the requesting organization. For an online application using paper fingerprints, bring the current Non-IVP affidavit and PSP reference number. For a paper application, bring the current Non-IVP application and affidavit and follow its payment and submission instructions. Confirm with Arrow whether the fingerprint card is supplied at the appointment. Arrow completes the technician fields and returns the sealed fingerprint envelope to you.

Electronic submissions

After the online application and DPS payment, the portal supplies a reference number and explains any electronic fingerprint option. Electronic appointments are scheduled through the PSP message center and the DPS-designated vendor, not through a general Arrow paper-card appointment.

Paper submissions

Bring the current packet, required affidavit or return envelope, and photo identification. The technician must complete and seal the materials exactly as DPS instructs.

Appointment checklist: do not arrive without these items

Bring valid, unexpired government-issued photo ID. The technician must verify the identity of the person being fingerprinted.

Bring the application or reference information for your selected path. Online applicants using paper fingerprints must bring the PSP reference number and current packet. Wholly paper applicants must bring the current application, affidavit, payment instructions, and required return materials for the exact card type.

Bring the instructions from the organization requiring the card. That organization—not the fingerprint technician—determines the correct application type and reason.

If any item is missing or your documents do not match the application type, the appointment may need to be rescheduled so your fingerprints are not submitted incorrectly.
